How it is calculated
What comes off a salary in 2026
Almost every private restaurant, café and shop is, in the law’s words, an employer “with no activity in the oil and gas sector, belonging to the non-state sector”. For them the 2026 monthly rates are:
| Payment | Who pays | Up to 2,500 ₼ | 2,500–8,000 ₼ | Over 8,000 ₼ |
|---|---|---|---|---|
| Income tax | employee | 3% (minus 200 ₼ at the main workplace) | 75 ₼ + 10% of the excess over 2,500 | 625 ₼ + 14% of the excess over 8,000 |
| Social insurance (DSMF) | employee | 3% up to 200 ₼; then 6 ₼ + 10% over 200 | 6 ₼ + 10% over 200 | 786 ₼ + 10% over 8,000 |
| Social insurance (DSMF) | employer | 22% up to 200 ₼; then 44 ₼ + 15% over 200 | 44 ₼ + 15% over 200 | 1,214 ₼ + 11% over 8,000 |
| Unemployment insurance | each side | 0.5% | 0.5% | 0.5% |
| Compulsory medical insurance | each side | 2% | 50 ₼ + 0.5% over 2,500 | 50 ₼ + 0.5% over 2,500 |
Three things changed in 2026. From 2019 to 2025 private-sector salaries up to 8,000 ₼ paid no income tax; now the part up to 2,500 ₼ is taxed at 3%. The 2% medical insurance band was cut from 8,000 ₼ to 2,500 ₼. And social insurance gained a third step for the part above 8,000 ₼.
In the state and oil and gas sector
Here income tax is 14% on salaries up to 2,500 ₼ (with the same 200 ₼ deduction at the main workplace) and 350 ₼ plus 25% of the excess above 2,500 ₼. Social insurance has no steps: 3% from the employee, 22% from the employer. The 2% medical insurance band stays at 8,000 ₼ here, with 0.5% above it. Unemployment insurance is the same 0.5% + 0.5%. The Tax Service’s own example: at a state enterprise a 600 ₼ salary pays (600 − 200) × 14% = 56 ₼ income tax.
How a salary is calculated: the formula
In the private sector, at the main workplace, for a salary between 200 and 2,500 ₼, it takes five lines:
- income tax = (gross − 200) × 3%
- social insurance = 6 + (gross − 200) × 10%
- unemployment insurance = gross × 0.5%
- medical insurance = gross × 2%
- net = gross − all of the above = 0.845 × gross + 20
That gives the reverse formula: gross = (net − 20) ÷ 0.845. For an employee to take home 700 ₼, the contract needs 804.72 ₼. The formula only holds in that range; the calculator checks every step for you.
The calculator rounds each line to the qəpik on its own. If your payroll software rounds differently, the result may differ by a qəpik or two.
Three examples: waiter, cook, manager
Illustrative figures: a private restaurant, main workplace, a full month, in manat.
| Line | Waiter | Cook | Manager |
|---|---|---|---|
| Gross | 800.00 | 1,200.00 | 3,000.00 |
| Income tax | 18.00 | 30.00 | 125.00 |
| Social insurance (employee) | 66.00 | 106.00 | 286.00 |
| Unemployment insurance (employee) | 4.00 | 6.00 | 15.00 |
| Medical insurance (employee) | 16.00 | 24.00 | 52.50 |
| Net (take-home) | 696.00 | 1,034.00 | 2,521.50 |
| Employer’s insurance | 154.00 | 224.00 | 531.50 |
| Employer’s total cost | 954.00 | 1,424.00 | 3,531.50 |
The manager earns more than 2,500 ₼, so the 200 ₼ is not deducted: tax is 75 + 500 × 10% = 125 ₼, medical insurance 50 + 500 × 0.5% = 52.50 ₼.
One thing to know before a pay rise: the 200 ₼ deduction ends at 2,500 ₼. At 2,500 ₼ the employee takes home 2,132.50 ₼; at 2,505 ₼, 2,130.44 ₼. A raise to anywhere between 2,500.01 and 2,507.60 ₼ gains the employee nothing and actually lowers take-home pay.
2027 and 2028: income tax goes up
The Tax Code as amended from 2026 raises the private-sector tax on salaries up to 2,500 ₼ step by step:
| Year | Up to 2,500 ₼ | 2,500–8,000 ₼ | Over 8,000 ₼ |
|---|---|---|---|
| 2026 | 3% | 75 ₼ + 10% | 625 ₼ + 14% |
| 2027 | 5% | 125 ₼ + 10% | 675 ₼ + 14% |
| From 2028 | 7% | 175 ₼ + 10% | 725 ₼ + 14% |
So on an 800 ₼ salary income tax will be 18 ₼ in 2026, 30 ₼ in 2027 and 42 ₼ in 2028. The 2027 insurance rates have not been published yet, so the calculator only covers 2026. We will update it when they are.
What the calculator leaves out
- Personal reliefs under Article 102 of the Tax Code: for families of martyrs, war veterans, people with disabilities and others, taxable income is reduced by 800, 400, 200, 100 or 50 ₼. Your accountant handles these employees separately.
- Technology Park residents, business income and civil-law contracts, which follow other rules.
- A second job: tax is calculated separately at each workplace, and the 200 ₼ is deducted only at the main one. For a second job, untick “Main workplace”.
Bonuses, sales commission, night and overtime pay are part of the gross: enter them together with the base salary.
Dishment · Staff and payroll
Hours and sales in Dishment, taxes with your accountant
Dishment’s Staff and payroll module keeps the shift schedule, clock-ins on the till and the timesheet, and at the end of the month prepares a payroll sheet for every employee: hours worked, base pay, sales commission, bonuses and deductions. It does not calculate income tax or insurance: you pass the gross to your accountant as a CSV, or check it with this calculator.
