Cash register and POS terminal prices in Azerbaijan (2026): a full budget for a cafe
A fiscal cash register in Azerbaijan is listed at 220 to 600 AZN, but the device is only part of the cost. Operators, bank terminals, monthly fees and a full cafe budget in AZN.
Anyone opening a cafe or restaurant in Azerbaijan soon asks the same question: what is the cash register price here? Classified ads make it look simple: 220 manat, 280, 550. But buying the device is the easy part. In Azerbaijan a fiscal cash register (NKA, known as e-kassa) has to be registered through a licensed e-kassa operator, card payments need a bank POS terminal, and both come with monthly fees.
This guide collects real listed prices (October 2026), what they include, the risks of a used device, the monthly costs and a full equipment budget for a 40-seat cafe in AZN. At the end there is a list of questions to ask the operator and the bank.
Three different "tills": what you are actually buying
The words get mixed up, so let's separate them first:
- Fiscal cash register (NKA, e-kassa). Prints the fiscal receipt and sends every receipt to the State Tax Service in real time. Required by law for cash settlements in catering.
- POS terminal. Accepts bank cards. A bank (the acquirer) connects it under a contract; you can buy one or use the bank's device.
- Restaurant POS software. Runs tables, orders, kitchen tickets, stock and reports. It does not issue fiscal receipts.
Some newer devices combine two of these in one box, such as Android units that are both an e-kassa and a card terminal. We explain the difference in detail in fiscal cash register vs restaurant POS. This article is about prices.
Cash register prices in 2026: what the listings show
The prices below come from the "Online cash registers" section of lalafo.az, a local classifieds site, in October 2026. They are examples, not an official price list: the price depends on the seller, the condition and what is in the box.
| Device type | Model named in the listing | Listed price |
|---|---|---|
| Portable POS with a built-in thermal printer | Omnitech TPS320 | 220–250 AZN |
| Basic POS terminal | SmartOne Budget | 240 AZN |
| Android mobile register with a printer (used and "like new") | SUNMI | 230–280 AZN |
| Card terminal and register in one (Android smart POS) | Verifone X990 and others | 400–550 AZN |
| Touchscreen all-in-one POS set | Class TX1800M | 600 AZN |
| Registration service for a used device | Omnitech (used) | 299 AZN |
You will also see 50–80 manat listings. Read the text: these are usually a monthly instalment, an incomplete set or the bare device, with operator services and registration charged separately.
What the price usually includes, and what it doesn't
A listed price almost always covers the device only. To make it work you also need:
- The control mechanism unit (NMQ). An e-kassa has two parts: the software register and the NMQ. The operator supplies the NMQ, and its certificate is issued for 3 years.
- A contract with an operator. Only a registered e-kassa operator can register, install and service the device.
- A monthly service fee. Set by the operator's tariff and written into the contract.
- Internet. An e-kassa sends data over GSM, Wi-Fi or Ethernet. If it runs on a SIM card, mobile data is another monthly cost.
- Receipt paper. Small but constant. Check the roll width and where to buy it.
So always ask the seller in writing: "Does this price include the device, the NMQ, registration and the first month of service?"

New or used cash register?
A used device can be 100–200 manat cheaper. The saving is real, with conditions.
According to the State Tax Service booklet on online cash registers, when a device is registered the system checks whether it is still registered at another business. If the previous owner has not deregistered it, it cannot be registered to you. Deregistration is also done by the operator, who resets the NMQ.
Checklist for a used device:
- The model is on the state register. Only e-kassa models on the state register may be used. The list is on e-kassa.gov.az.
- The device has been deregistered. Ask the seller for proof.
- Your operator will service it. Ask before you pay, not after.
- Battery. A portable e-kassa must run for at least 4 hours without external power. An old battery may not.
- Warranty and a spare unit. If the device fails, the operator must repair it within 36 hours or supply a replacement. Make sure this is in the contract.
Bottom line: a used device only pays off if it has been deregistered and your operator accepts it. Otherwise a cheap purchase can cost you weeks.
Monthly payments, instalments and hidden costs
- Service fee. Every operator has its own tariff. Ask in writing what it covers: inspections, repairs, updates, a spare unit.
- Instalments and credit. A 3–6 month instalment plan keeps cash in hand at the start. Compare the total with a one-off payment.
- Bank commission. The bank takes a percentage of every manat paid by card (see below).
- UPS. An uninterruptible power supply for the register and the computer is about 55 AZN in listings and keeps you from selling without receipts during short power cuts.
- Time. Registration needs a qualified electronic signature (for example ASAN İmza) and access to your e-taxes.gov.az account. If you don't have them yet, start well before opening.

POS terminal price and bank commission
A card terminal is usually connected under a contract with a bank. Under the Cabinet of Ministers rules on installing POS terminals, the terminal may belong either to the business or to the bank, and the business pays the bank a per-transaction service fee agreed in the contract. The same rules require the contract to include the business's commitment not to add a surcharge for card payments.
Three typical options in Baku:
| Option | How it works | What to check |
|---|---|---|
| Fixed bank terminal | The bank supplies or sells it; it sits at the till | Commission rate, monthly fee, repair time |
| Mobile POS (on a phone) | An Android phone with NFC accepts cards | Limits, subscription, receipts |
| Register and terminal in one device | Android smart POS: e-kassa plus card | Integration with the NKA, operator support |
How to calculate the commission
Monthly commission = card turnover × the bank's rate. Say a cafe takes 24,000 AZN a month by card and the bank's rate is a hypothetical 1.5%: 24,000 × 0.015 = 360 AZN. Get your bank's actual rate in writing and compare two or three banks.
Why an NKA-integrated terminal pays off in 2026
From 1 January 2026, for 3 years, a catering business paying the 8% simplified tax pays 6% on cashless payments from the public taken through a POS terminal. The condition: payments must go through a POS terminal integrated with the cash register in a single operating system, and the transaction number (RRN) on the NKA receipt must reach the tax authority.
Example: on 24,000 AZN of monthly cashless turnover, the gap between 8% and 6% is 480 AZN. An integrated set can pay for itself within months. This only applies to 8% simplified-tax payers; VAT payers get a different benefit. We cover the conditions in restaurant taxes in Azerbaijan 2026; check your own case with an accountant.
The full set for a restaurant: register + terminal + software
A register never works alone. One-off costs for a 40-seat cafe (listed prices, October 2026):
| Equipment | Qty | Approx. price |
|---|---|---|
| E-kassa (NKA) | 1 | 220–550 AZN |
| Bank POS terminal | 1 | per the bank's terms |
| Windows computer (till and local server) | 1 | about 800 AZN |
| Android tablet for waiters | 2 | 340–600 AZN |
| Thermal printer: receipts and kitchen | 2 | 70–280 AZN |
| UPS | 1 | about 55 AZN |
| Total | about 1,485–2,285 AZN + bank terminal |
Computer, tablet and printer prices come from our restaurant POS cost in Azerbaijan guide, where we collected listings.
Every month you then pay:
- the e-kassa operator's service fee (per contract);
- bank commission (a share of card turnover);
- the restaurant software subscription;
- internet and SIM, receipt paper.
First-year formula: one-off equipment + 12 × (operator + software + internet) + annual card turnover × bank rate.
A tip: don't build the budget around the cheapest device. Register-terminal integration, the operator's repair speed and the ability to keep selling offline make or lose far more money than a few manat on the price tag.
Before you buy: questions for the operator and the bank
| Ask | Question | Why it matters |
|---|---|---|
| Operator | Is the model on the register and do you service it? | Devices off the register can't be used |
| Operator | Are the NMQ, registration and installation included? | Listed prices often cover the device only |
| Operator | What is the monthly fee and what does it cover? | The main recurring cost |
| Operator | How fast do you supply a spare unit? | Selling without receipts risks fines |
| Operator | Do you integrate with the bank terminal and send the RRN? | The 2026 tax benefit depends on it |
| Bank | What is the commission and is there a monthly fee? | Cost grows with card turnover |
| Bank | Who owns the terminal and what happens if it breaks? | So you don't lose card payments |
| Bank | When does money reach the account? | Cash flow |
Where Dishment fits
Dishment is a restaurant management system: its POS runs tables, orders, kitchen tickets, split bills and voids with a reason. It does not issue fiscal receipts and is not integrated with the NKA or bank terminals; it works alongside them. The bill is closed in Dishment, the venue's e-kassa issues the fiscal receipt, the bank terminal takes the card, and the three totals are reconciled at the end of the day.
You don't need special hardware for Dishment: a Windows computer, an Android tablet or phone and any ESC/POS thermal printer will do. A hub inside the venue keeps orders, the kitchen and printing running when the internet drops. There are no fees per tablet or till; current plans are on the pricing page.
FAQ
Where can I buy a cash register in Azerbaijan?
From a registered e-kassa operator. The list of operators and registered models is on e-kassa.gov.az. A device bought from a classified ad still has to be registered through an operator.
How long does installation and registration take?
There is no fixed time; it depends on the operator. The steps: you apply to an operator with your VÖEN (tax ID), a copy of your ID (for individuals) and the business location code, sign a contract, the operator files the application with the tax authority and installs the device, and you approve the acceptance act in your e-taxes.gov.az account with a qualified e-signature. Start at least one to two weeks before opening.
What is an online cash register?
It is the e-kassa used today: every receipt gets a fiscal ID and is sent to the tax authority over the internet. Without internet the NMQ stores data for up to 7 days. If the data isn't sent within that time, the device stops issuing new receipts.
Can the cash register and the POS terminal be one device?
Yes. Some Android devices are both an e-kassa and a card terminal; listings put them at 400–550 AZN. Check that the model is on the e-kassa register and that your bank works with it.
Can a cafe operate without a cash register?
No. For settling without an NKA, not issuing a receipt or refusing cards where a POS terminal is mandatory, the financial penalty within a calendar year is 1,000, 3,000 and 6,000 AZN.
